In 1998 he graduated with a Masters of Arts by research ill Communication with his thesis. Universal Service and People with Disabilities An Analysis of Telecommunications Policy Making Prom 1975-1997. Michael developed an interest in the quality of services for people with a disability through his work as a support worker. Between 1994 and 1998 he worked with the ACT Society for the Physically Handicapped and the Residential Services division of the Canberra Health Department. His duties brought him into daily contact with people with various physical and intellectual disabilities and the policies shaping their lives. At the same time he also studied for a Bachelor of Arts in Media Communication and graduated hl 1995. Currently Michael is undertaking a PhD Universal Service Obligations and the changing contexts of telecommunication policy development Australian and international perspectives. Again with a focus on social access and equity. Michael s research will document the media policy and public agendas that inform and frame telecommunication policy. Primarily the research will focus on the delivery of telecommunication services to rural and remote people living in Australia. Canada and New Zealand. Tom Worthington is a Visiting Fellow in the Department of Computer Science. Faculty of Engineering and Information Technology at the Australian National University. He is an electronic business consultant author and information technology professional.
