Road accident related fatal risk differs from air pollution related risk. The latter is to a large extent involuntary and beyond the responsibility and control of those exposed to it. Adopted in 1979 the Convention established a broad framework for the United Nations Economic Commission for Europe UNECE region1 to work cooperatively on the transport of pollutants through the atmosphere and over borders oceans and continents.
