Dairies are required to have an NMP to protect water quality from livestock nutrient discharges. Each basic function of the operation, production, collection, storage, transfer, treatment and field application is covered by the plan. The basis for nutrient management is sound agronomic use of solid and liquid manure. These are the second and fourthrnost widely grown cereal gram crops tn the agnculmral economy. Yet vtrtually the entire production is carried out on a subsistence basis. Less than 2 of the harvest enters the formal market the remainder is consumed on the farm. Thus the main contribution of sorghum and pearl millet is to far i household food security. The lack of ạ commercial market has Inrnted fanner interest tn irnprovtnghe management of these crops. As a result average sorghum and pearl millet yields have changed little over the past 15 years. However the area planted to these crops is still increasing. Continuing growth in the number of farmers in Tanzania s drought-prone semi-arid areas contributes to a 1 average annual gain in plmted T. It is difficult to explain why only limited quantities of sorghum and pearl millet are marketed. Thecountry s sorghum and pearl rntllet yields are relativelyhtgh by African standards. And average sorghum grain prices in Dar es Salaam tend to be lower than those for T . . . . Thisreport examines thts conundrum. We first revtew cutrent levels of farm supply and market demand for sorghum and pearl millet. Next constraints limiting the use of these crops by Tanzania s food and feed industries are outlined. Finally opportunities for expanding industrial utilization are summarized. The analysts concludes that sorghum can readilyreplace most of the maize omrently being used in the commercial manufacture of opaque beer. Problems of grain quality can be resolved by introducing
