This enables the subsequent analysis to be sharply focused on issues of genuine concern. A well-orchestrated scoping process provides agencies with a particularly powerful tool for achieving this goal. Just as important however is its use to de-emphasize insignificant issues or irrelevant details so as to efficiently narrow the scope of the analysis.
