Even if it is empty you still have to have it. The strict DTD goes a bit further on a couple of points It is much stricter about structure and doesn t allow deprecated attributes. XSLT 281 When using the Strict DTD you will probably run into the structural requirements when a child element of the body tag isn t a block element.
