Ozone presents difficulties. First permits are required prior to commencing construction of a project. This is to ensure that air pollution control considerations are designed into the project. Incorporating controls during design - rather than during construction or operation - saves time and money for everyone. Second it is far better not to create pollution in the first place than to treat it measure it and have the environment assimilate it once
