Discouraged workers are people who do not look for a job because they feel they don’t have a chance of finding one The underemployed are part-time workers who prefer full-time work The unemployment rate does not include discouraged workers or the underemployed Including discouraged workers and the underemployed, unemployment would have been about 18 percent in 2012 instead of falling to percent 4 How Accurate Is the Official Unemployment Rate?
