As well as pioneering a new, broader definition of environmental goods and services, this report has expanded the scope of analysis to include activities within the broader environmental supply chain as well as activities across the full environmental value chain ‐ including R&D, design and development, installation, manufacturing, supply, distribution, retail, maintenance, operations, consultancy and support services. This inclusion is similar to the way other sectors of the economy, such as aerospace, are measured. The report includes an assessment of the potential impact of growth in particular LCEGS products and activities on the manufacturing base. The definition we have used includes manufacturing, processing, fabrication, construction and the related sales and marketing activities. (Supply, distribution and maintenance are classed as service or pre‐production research and development and prototyping. These are separated out at Level 5.) IPTS Networks Since its creation in 1994 access to high quality expertise has been at the core of the I PTS s development strategy. Only through its networks can an institute the size of the I PTs hope to provide high-quality advice at the European level over the whole range of policy fields in which the Institute operates. As a result the IPTS has established a number of networks most notably ESTO which enable it to access such expertise. The ESTO Network the European Science and Technology Observatory ESTO is a valuable mechanism for complementing and expanding the Institute s internal capabilities.
