One of the main purposes of this book is to show how these developments influence the international system as a whole and how international law has to change in order to respond to new challenges. Rein Mullerson is Visiting Centennial Professor at the London School of Economics. Between 1988 and 1992 he was a member of the UN Human Rights Committee and in 1991 2 he was Deputy Foreign Minister of Estonia.
