Council adopted the report of the Open-ended Intergovernmental Group of Ministers or Their Representatives on International Environmental Governance, which had been established pursuant to Governing Council decision 21/21. In that report it was suggested that “strengthening international environmental governance should be evolutionary in nature” and that “preference” be given to “making better use of existing structures”. This is a major piece of work that brings together our latest scientific and engineering knowledge to describe clearly the risks of flooding from rivers and the sea. It underpins our future plans for investment in flood risk management as well as helping us to work together with our partners to protect the public and property from floods more effectively. The events of the summer of 2007 demonstrated the major impacts floods can have. They also showed the importance of understanding the flood risks we face nationally so that we can be better prepared to face future risks. In all around million properties in England or one in six properties are at risk of flooding. More than 5 million people live and work in million properties
