TAILIEUCHUNG - Methodological Development of Strategy Analysis for a Nationwide Road Network: Option Evaluation Systems with Dynamic Sectioning

The objective of the paper is to present a comprehensive procedure to carry out the SDS for a nationwide road network including sound trade-off analyses of all constituent sub-networks. Although the Highway Development and Management System (HDM-4) is used as an OES in the case study in this paper, the proposed procedure is general enough to allow almost any OESs. | Journal of the Eastern Asia Society for Transportation Studies 2009 Methodological Development of Strategy Analysis for a Nationwide Road Network Option Evaluation Systems with Dynamic Sectioning Dinh Van HIEP Lecturer Dept. of Highway Traffic Engineering National University of Civil Engineering 55 Giaiphong str. When carrying out the strategy analysis using OESs with dynamic sectioning called SDS a nationwide network is typically subdivided into several sub-networks due to administrative or technical needs. However techniques for doing SDS in such a case have not been well developed. Therefore the objective of the paper is to present a comprehensive procedure to carry out the SDS for a nationwide road network including sound trade-off analyses of all constituent sub-networks. Although the Highway Development and Management System HDM-4 is used as an OES in the case study in this paper the proposed procedure is general enough to allow almost any OESs. Key Words option evaluation systems strategy analysis pavement management budget allocation 1. INTRODUCTION Option evaluation systems1 OESs have been widely used as a powerful tool for the analysis of road management and investment alternatives in both developed and developing countries over the last four decades. The use of OESs has shown a sign of successful application in managing road networks to maximize benefits to society McPherson and Bennett 2005 .
