However it is only more recently that the importance of urban tourism has come to be realised. Not only has tourism become according to Law 2002 1 a significant component of the economy of most large cities but also it is now widely perceived as an effective vehicle of urban development and regeneration. Since Baltimore famously revitalised its inner-harbour area in the 1970s through the development of business and leisure .
