If the Council does not approve all the amendments the President of the Council in agreement with the President of EP must within six weeks convene a meeting of the Conciliation Committee to try to develop a joint text that is agreed by a qualified majority of Council and a majority of representatives of EP. Any such agreement being based on Council s common position as amended by EP. Failure by the Conciliation Committee to reach agreement results in the proposal failing. The Commission acts to facilitate the conciliation proceedings. If within six weeks of its being convened the Conciliation Committee approves a joint text EP acting by absolute majority and Council acting by qualified majority each have six weeks in which to adopt the joint text when the proposal as amended is deemed to be adopted. If either of the two bodies fails to approve the joint text the proposal fails. Figure 1.1.10 illustrates the co-decision procedure.
