THE PLAN What is sometimes the most difficult part of the planning process now looms the development of the actual document that must be followed when a crisis occurs. It is essential when preparing the document and when assigning people to carry out tasks in a crisis that the plan has a degree of flexibility that fits into the organizational culture. One of the hardest things to do when preparing a crisis management plan is to strike a proper balance between inflexibility on the one hand and excessive looseness on the other. Pick the people who are responsible and can act on their own when circumstances may require it. This point is placed at the top of the list because it must permeate the entire planning and execution process. The document itself the distribution of which should be limited to those people who will need to use it or will need to know how it works will contain all of the steps necessary to execute the plan.
