The agencies within the Department of Justice Department rely on several separate land mobile radio systems which include handheld radios to provide this communication capability. However an ongoing concern has been that the Department s systems are aging with some being outdated. To address these issues the Department began the Integrated Wireless Network IWN program in 1998. The Department s Justice Management Division manages the IWN program and the Department s Chief Information Officer is responsible for the program s overall implementation. The original IWN plan established in 2004 was intended to support over 81 000 federal agents from three agencies in all 50 states and the U.S. territories. Estimated to cost over 5 billion IWN was designed not only to address the Department s aging systems but to also meet federal law enforcement requirements to communicate across agencies allow interoperability with state and local law enforcement partners and meet mandates to use federal radio frequency spectrum more efficiently. Beginning in 2001 the administration of the IWN program was expanded to ultimately include the Departments of the Treasury Treasury and Homeland Security DHS . However the IWN plan was never fully funded by Congress or by the Department at a level to adequately attain the goals of the program.
