Forty years ago, Congress asked the National Academies Committee on Science, Engineering, and Public Policy (COSEPUP)—the only joint policy committee of the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine—to look at the relationship between basic research and national goals.
