The Texas Higher Education Assessment (THEA) was designed to ensure that students in Texas obtain the reading, math, and writing skills necessary to take on college-level work. The test portion of the program is administered and developed by the Texas Higher Education Coordinating Board (THECB) and National Evaluation Systems, Inc. (NES).
