Việc đánh giá không chỉ tập trung vào mục tiêu tổng thể quản. | Chapter 3 Lines of Inquiry The objective of Corporate Environmental Management is to increase the overall effectiveness by which organizational resources committed to environmental restoration are used. An independent environmental management assessment EMA evaluates the degree to which management programs effectively integrate regulatory technical and management issues to provide well-rounded cost-effective environmental restoration solutions Exhibit 5 . The assessment focuses on not only overall environmental management goal setting but also the adequacy of the detailed technical planning regulatory documentation and cost estimation vis-à-vis the results desired and achieved. Undertaken from a senior management perspective it also encompasses detailed reviews of critical environmental regulatory documents and technical information from the standpoint of their strategic value given cost schedule regulatory and overall corporate objectives. EMAs must take a system-based big picture approach not auditing select activities as individual events but as a part of a total view to environmental management problem identification and resolution. As a result the assessment generates a greater understanding of potential resource requirements and the impact of technical regulatory hurdles showstoppers on meeting environmental management goals. Three major lines of inquiry are pursued during the EMA process they are an internal survey an external scan and a comparative analysis or benchmarking survey. As shown in Exhibit 6 the three-point environmental management audit provides a company with three different perspectives on environmental management performance. Thus the company receives feedback that reflects not only performance within the organization but also reveals the organization s position relative to the community as a whole and reflects the expectations and realities of the company s public image.
