TAILIEUCHUNG - The Afghan-Pakistan War: A Status Report

The West, as we noted in the Introduction, relies heavily on the Indian software industry, and thus on Indian stability; China is capable of damaging the American and world econ- omies by cashing in its huge dollar reserves; Russia is able to stop a very large part of the gas supply to Europe. In 2007 we witnessed a cyber attack on Estonia, launched either using the capabilities of a state or by individuals acting anonymously. While NATO lawyers tried to figure out whether this last example constituted an attack according to Article 5, the EU and NATO failed to rally to. | 1800 K Street NW Suite 400 Washington DC 20006 Phone Fax Web burke reports The Afghan-Pakistan War A Status Report Second Edition Anthony H. Only the UN has provided consistent analytic reporting on the progress of the war and its reporting only goes into significant detail in the area of counternarcotics. The US government has cut back on its reporting over time and its web pages now do little more that report on current events. Unlike the Iraq War there is no Department of Defense quarterly report on the progress of the war and efforts to create effective Afghan security governance and development. There is no equivalent to the State Department weekly status report. Testimony to Congress while useful does not provide detailed statements or back up slide with maps graphs and other data on the course of the war. The same is true of virtually all of the other governments providing NATO ISAF forces and of NATO ISAF. There are some useful data on the reasons for deploying forces casualties and the units actually deployed but no real analysis of the course of the fighting threat developments and relative success. Most NGO and governmental reporting on aid is equally uninformative. There is largely anecdotal reporting on projects and successes but little reporting on actual spending the overall aid effort and measures of requirements or effectiveness. Two exceptions to this rule are the reports published by the Post-Conflict Reconstruction Project at CSIS Breaking Point Measuring Progress in Afghanistan March 2007 http media .
