Traditional incremental approaches to budgeting will need to give way to more fundamental and periodic reexaminations of the base of government. New reporting approaches budget control mechanisms and metrics are also needed to better assess the impact of spending and tax policies over the long term. While prompted by fiscal necessity such a fundamental review could serve to update the federal government s programs and priorities to meet current and future challenges.
