If the HIV/AIDS pandemic is to be halted, the international community must, for a start, deliver on the promise of universal education. But it must go further than the imperative of equal access to education and ensure equal quality in the process, content and experience of education. While access to, and the availability of, life skills classes are important to stopping the spread of HIV/AIDS, so too is a school environment that is child-friendly, models equality and fairness, and protects the rights of all children equally (see Box 3, page 11 and Chapter 4, page 18). Introduction and background This submission by the ANC NEC Subcommittee on Ed ucation and Hea lth is designed to stimulate debates in the organisation on achievements made and challenges experienced by the ANC in implementing policies and programs in Basic Education Higher Education Training Health and Science Technology. It seeks to assist the membership of the ANC to assess the impact of our work since 1994 which involved designing ANC policies and programs to transform South Africa from apartheid to democracy translating those into government policies and progra ms and ensuring their successfu l implementation in the ANC and gove rn me nt for a bette r life for all. Discussions guided by this paper must be used to rekindle discourse in all sectors of our society and our movement on the ANC policy process. The resolution of the 50th National Conference
