TAILIEUCHUNG - Measuring the Relationship between ICT and the Environment

While the links between ICT and environmental outcomes are becoming clearer, there is no separate statistical field that links the two. Nevertheless, some data are available from official statistical sources, from analytical work and from product life cycle studies. This report suggests a conceptual framework for the new statistical field “ICT and the environment” based on an existing OECD framework for information society statistics. Sources of official data to populate the framework are investigated and some relevant work has been identified. The OECD is also at the forefront of efforts to understand and to help governments respond to new developments and concerns such as corporate governance the information economy and the challenges of an ageing population. The Organisation provides a setting where governments can compare policy experiences seek answers to common problems identify good practice and work to co-ordinate domestic and international policies. The OECD member countries are Australia Austria Belgium Canada the Czech Republic Denmark Finland France Germany Greece Hungary Iceland Ireland Italy Japan Korea Luxembourg Mexico the Netherlands New Zealand Norway Poland Portugal the Slovak Republic Spain Sweden Switzerland Turkey the United Kingdom and the United States. The Commission of the European Communities takes part in the work of the OECD. OECD 2009 MEASURING THE RELATIONSHIP BETWEEN ICT AND THE ENVIRONMENT - 3 FOREWORD This report was presented to the Working Party on the Information Economy WPIE in December 2008 and declassified by the Committee for Information Computer and Communications Policy in March 2009. The report was updated to include comments received from WPIE delegates until March 2009. More recently the statistical offices of Denmark and Sweden have commenced survey work in the area of ICT and the environment. Denmark has added questions on environmentally friendly use of ICT to existing household and business ICT use surveys. Sweden has added a module on ICT and environment to its business ICT use survey.
