This technique used in many companies in the commercial sector is described in the text of the article and adapted to the needs and characteristics of educational institutions. Formation of the system the key performance indicators in the article are presented in terms of improving the system of management and motivation administrative and teaching staff of higher education. The methodology proposed for the application was used in practice in order to adapt and change the over- bureaucratized and inefficient management system of a private higher education institution with partial funding from the state budget.
