WHAT IS A LEGISLATURE Congresses The supreme legislative body of a nation, especially of a republic () Exist in seperation-of-powers systems (usually presidential systems) Legislative branch and executive branch are selected independently in SoP systems Legislature A body of persons having the power to legislate, specifically: an organized body having the authority to make laws for a political unit US Congress II. THE ROLE OF LEGISLATURES Legislature as agent Linkage A linkage of information allowing local-level demands to be heard by the central government and vice versa The degree to which a legislature serves its linkage function depends on the regularity of interactions between legislative representatives and their constituencies Linkage role is more important in systems in which citizens do not have the opportunity to express their preferences and satisfaction directly to the executive branch II. THE ROLE OF LEGISLATURES Legislature as agent Representation Legislators have the responsibility to protect the represented citizens, ensuring that their opinions, perspectives and values are considered in the policy-making process Different interpretations: delegates or trustees The former: legislators act as mechanistics agents of their constituents carrying messages and wishes .
